Can the shredder produced plastic work for these applications?

The main idea to make any concrete, clay or cement stronger is to add some fibres in it.
In some area they can use beams from @davehakkens pp3 extrusionmachine to make some kind of plastic armature (reinforcement).
From the videos on the plastic roads, it looks like he just grinds up plastic and throw it into the Asphalt mix… Do you think that’s true?
