I think the motor is too fast, if you reduce 50% speed you will have 50% torque without change motor, in add the plastic will shredd better with nop hands needed (very very dangerous). I think you could change the blade orientations too.
If you will not find a motor I could ask here if is possible to send in russia but It will be expensive I think…about 100€ shipping.

The difference with using or not using stainless steel is that stainless is a bit harder (not a big issue), and it will not rust (bigger issue if your material that you are shredding is wet).
The motor is usually the hard part, finding the right one to a good price.
The best is to find a motor with reducer that gives you about 60rpm +/- 10.
In my case I did find a motor, and a separate reducer.
